No, but while looking for a software engineering job last year, I turned down, or was turned down by quite a few companies, because I thought their outsourcing strategy made no sense. A couple of those companies went under anyway.

I’d say it depends on which country you are in.
If you will be local then it sounds like a great idea because downsized companies in some countries like the US are still hesitant to start hiring (in house employees) again and you may have a solution for them (for the time being).
If you aren’t local, then you will be competing with countries who have been doing this a while, and some say are the very cause of those other company downsizing.
